Against a team that stacks armor, penetration now has to come from an item as well, not just boots.

Removed Rune Domination: Mark of the Weak Domination gained Chain Assault and Tyrant in 6.3a, and Mark of the Weak was cut as part of that swap. Anyone who ran it has to rebuild that slot, most likely with one of the two new options. Saved rune pages that used it will have a hole in them, so check before you queue up.

Resolve: Fortitude AR and MR increased by 5% An additional 4% AR and MR for each nearby enemy champion (up to 3) At max stacks, Slow Resist increased by 20% The more enemies surround you, the tougher you get, which fits anyone whose job is to walk in and hold several opponents' attention. At three stacks the resistance bonus is at its largest and 20% slow resist comes with it — exactly when you are being kited and focused. In a one-on-one only the base 5% is active, so it is not a rune for winning lane.

Removed Rune Inspiration: Sniper Inspiration gained Celerity and Axiom Arcanist in 6.3a, and Sniper was cut as part of that reshuffle. Anyone running it has to pick a new Inspiration rune, with those two as the fresh options. Check saved rune pages before your next game. Celerity leans on movement speed and Axiom Arcanist on Ultimates — two very different directions, so pick by what your role actually needs.

Base Stats Ability Haste: 30 → 20 Ten Ability Haste comes off, and the drop in cast frequency is easy to feel. Champions built around quick turnaround — poking and backing off, or clearing waves with abilities — lose the most. Since 6.3a lowers every pair of boots, this is a level-setting change rather than these boots falling behind the rest. With longer gaps between casts, a missed ability leaves you exposed for longer than before.

New Keystone Rune: Dark Harvest Damaging an enemy champion below 50% HP deals adaptive damage, harvests their soul, and permanently increases Dark Harvest's damage by 10 Dark Harvest damage: 50 + 10 per Soul stack + 25% bonus AD + 15% AP Cooldown: 20s (resets to 1s on a takedown) A keystone built for the long game: every soul makes the next proc hit harder for the rest of the match. The 50% HP condition suits champions expected to close kills out, or who can reliably land the finishing hit in a fight. Because takedowns cut the cooldown to 1s, a messy teamfight can produce several procs back to back.

Removed Rune Resolve: Onslaught Resolve picked up Fortitude in the same 6.3a patch, and Onslaught was removed in the swap. Fortitude, which scales AR and MR with the enemies around you, is the natural replacement for that durability slot. Saved rune pages built on Onslaught need rebuilding. 6.3a swapped runes in Domination and Inspiration too, so the whole page is worth revisiting.

Base Stats AD: 20 → 15 Five AD comes off, trimming the damage side of the attack-speed boots. Only the AD changed, so the number of swings stays the same and each hit simply lands lighter. With 6.3a lowering every pair of boots, no choice offers the early stats it used to. You still buy them for the attack speed; the missing damage has to come from the rest of the build.

Dissolve Magic damage reduction from champions: 7%–12% → 3%–12% The same shape of change as Plated Steelcaps: the 12% ceiling stays, the floor falls from 7% to 3%. Boots alone no longer blunt magic damage the way they did, so a proper MR item has to come earlier. With both defensive boots cut in 6.3a, rushing them is much less of a default.
Tyrant

Domination: Tyrant Basic attacks against enemy champions below 50% HP deal bonus adaptive damage Bonus damage: 30–50 + 7.5% bonus AD + 3.5% bonus AP Cooldown: 10s The same 50% HP condition as Dark Harvest, but on a 10s cooldown and with no stacks to build — the first skirmish pays as well as the last fight. It triggers off basic attacks, which suits champions that can stay on a fleeing target. Where Dark Harvest grows across a match, Tyrant delivers from the opening minutes.

Base Stats AD: 35 → 30 Five AD comes off, weakening basic attacks and AD-scaling abilities by the same amount. It is part of the across-the-board boot pass in 6.3a, so rushing boots for an early spike pays less than it did. Clear speed depends directly on this number, so early camps and waves take slightly longer. Nothing else about the boots changed, so this is not a reason to reorder the build.

Inspiration: Celerity All bonus movement speed increased by 7% An additional 2% bonus movement speed Celerity multiplies the movement speed you already gain from boots and abilities rather than handing you a flat base increase. The more sources of bonus speed a champion has, the more it returns, which points at dashes, hastes and movement-speed items. With few such sources there is little for it to amplify. Movement speed helps in a chase and in a retreat alike, which suits teams that win on positioning.

Domination: Chain Assault Hitting an enemy with an active ability marks them; your next 2 attacks or active abilities deal bonus adaptive damage Bonus damage: 20–35 + 5% bonus AD + 2.5% AP Cooldown: 15s The rune rewards the pattern most champions already use: land an ability, then follow up. Two charges of bonus damage per mark favour anyone who can get several actions out in a single approach. The ratios are small next to the flat portion, so it does its best work in early trades before items arrive.

Base Stats AP: 55 → 45 Ten AP comes off, and ability damage drops the moment the boots are finished. Patch 6.3a lowers every pair of boots at once, so early power has to come from somewhere else in the build. Later items close the gap, but champions that leaned on boot AP for their lane trades start noticeably slower. Only the AP moved, so buying boots early for the movement speed is still the same call.
Plated Steelcaps

Block Physical damage reduction from champions: 7%–10% → 3%–10% The 10% ceiling is untouched; only the floor drops, from 7% to 3%. Wherever the effect sits at the low end of that range it now absorbs far less, so the boots do least for you right after you buy them. Plated Steelcaps alone no longer answers a physical-damage team, and a real armor item has to come sooner. The ceiling is intact, so in long fights where the effect sits at its highest the boots still deliver.
