Perseverance HP Regen after taking no damage or enemy abilities for a time: 1.3%~5.5% by level → 1.2%~4% by level Judgment Base Damage: 15/19/23/27 → 13/17/21/25 AR Reduction: 15% → 10% Perseverance now tops out at 4% instead of 5.5%, thinning out the back-off-and-reset pattern that keeps Garen healthy. Damage he takes in lane sticks around longer, so sustained poke pressures him far more effectively. Judgment loses 2 base damage at every rank and its AR reduction falls from 15% to 10%, so spinning in to force a trade carries less threat. Garen should win fewer lanes outright through the early and mid game.
Shyvana

Base Stats Base AD: 58 → 62 Fury of the Dragonborn Stacks from large monster kills: 10 → 8 Twin Bite Slow in dragon form: 50% → 30% Dragon's Descent Fury per second: 1.5/2/2.5 → 1/1.5/2 The extra 4 base AD makes Shyvana's jungle clear and early skirmishes easier, but everything feeding her transformation is slower. Large monsters give 8 stacks instead of 10 and passive fury generation drops by 0.5 per second, so dragon form arrives noticeably later. Twin Bite's slow in dragon form also falls from 50% to 30%, making it harder to catch and finish a target after transforming. In short, she trades burst around her ultimate for a smoother early farm.

Base Stats Base AD: 58 → 54 Overload Bonus Movement Speed after cast: 30%/35%/40%/45% → 20%/27.5%/35%/42.5% Base Damage: 80/105/130/155 → 70/95/120/145 Ryze loses 4 base AD, making his early last-hitting and auto-attack trades a little shakier. Overload drops 10 base damage at every rank and, just as importantly, 10% of its movement speed burst at rank 1. Since Ryze uses that speed to hold spacing while he keeps casting, the change hurts both his escapes and his engages. Rank 4 only loses 2.5%, so the more he ranks the ability the closer he gets to his old mobility.

Loaded Dice Bonus gold per unit kill: 2~12 → 1~9 Stacked Deck Attack Speed while active: 30%/35%/40%/45% → 20%/25%/30%/35% Loaded Dice now tops out at 9 gold instead of 12, cutting into the gold lead that defines Twisted Fate. The difference on any single last hit is small, but across a full game it delays when his items come online. Stacked Deck loses 10% attack speed at every rank, slowing both his wave clear and his attack-based trades. Snowballing purely on an item advantage is a much less reliable plan now.

Caretaker's Shrine Charge time: 15s at all ranks → 15/14.5/14/13.5s Tempered Fate Cooldown: 80/70/60s → 75/65/55s Caretaker's Shrine now charges faster as it ranks up, saving 1.5s at rank 4. More shrines on the map as the game goes on means steadier lane sustain and better preparation before a roam. Tempered Fate comes back 5s sooner at every rank, which matters most when fights arrive back to back and a second cast becomes realistic. Since the ultimate serves both defence and offence, a shorter cooldown directly raises how often Bard can affect a fight.

End of the Line Bonus AD ratio on explosion: 80%/110%/140%/170% → 110%/130%/150%/170% Quickdraw Cooldown: 16/15/14/13s → 13/13/13/13s End of the Line jumps from 80% to 110% bonus AD at rank 1 while rank 4 stays at 170%. All of the gain lands before the ability is maxed, which is exactly when Graves is clearing camps and looking for early ganks. Quickdraw is now 13s at every rank, so he has his shortest cooldown from level 1. Both his clear speed and his willingness to commit before level gaps open up improve.

The Darkin Scythe Shadow Assassin bonus damage ratio: 48%~62% → 52%~66% Blade's Reach Bonus AD ratio: 110% → 120% Shadow Assassin's bonus damage gains 4%, letting Kayn close out kills faster right after he transforms. His win condition lives in the few minutes after picking a form, so more damage in that window makes the whole plan more reliable. Blade's Reach also climbs from 110% to 120% bonus AD, and the gap widens as his build fills out. Both forms use that ability, so the second buff helps whichever path he takes.

Super Scorcher Breath Stacks required for each upgrade: 20/85/150 → 25/100/175 Crit-based damage ratio: Crit Chance × 50% → (Crit Chance + Bonus Crit Damage) × 45% Every upgrade threshold moves up, so Smolder takes longer to reach his finished form. The final tier in particular goes from 150 to 175 stacks, meaning a game where his farm stalls can end before he ever gets there. In exchange, the damage ratio now reads bonus crit damage as well as crit chance; the coefficient drops to 45%, but the ceiling rises. Building toward extra crit damage is now worth more than stacking crit chance alone.

Determination Critical damage reduction: 20% → 30% Randuin's Omen gets a clearer identity as the answer to crit-stacking carries. Raising the reduction from 20% to 30% removes a meaningful chunk of the damage those carries put through. For tanks and fighters who expect to absorb attacks on the front line, it becomes a much more attractive first defensive item. It still does nothing against enemies who skip crit, so it remains a purchase you make after reading the enemy composition.

Base Stats Cost: 3000g → 2800g Bring It Down Max damage based on missing HP: 50% → 70% The 200 gold discount brings Kraken Slayer online noticeably earlier as a first item. Raising the missing-HP cap from 50% to 70% makes it far better at finishing targets who are already hurt. That shows up in the back half of teamfights and in duels, which puts the item back in the conversation for AD carries. Against a full-health target the bonus is small, so target priority matters more than before.

Fighters in the baron lane can more often turn a duel around after taking the first hits. The numbers move only slightly, so the item's role is unchanged.

A smaller shield from Charged Shield and a weaker discount from One Strike remove two more ways to build a one-sided early lead. Slow and Steady moves the other way, with its conversion rate up from 0.75 to 1, lifting an option that was rarely picked.

New Skins Cafe Cuties Norra: releasing May 20 Pool Party Taliyah: releasing May 15 Pool Party Taliyah launches on May 15, the same day Taliyah herself arrives, so it is available from her first day. Keep in mind that a champion released that recently tends to see balance changes soon after. Cafe Cuties Norra follows five days later on May 20. Neither skin affects in-game performance, though new ability visuals can cost you a moment of recognition when you face them.
